An African proverb states that “it takes a village to raise a child.” In the past, the community worked together to insure the safety and well-being of our youth. Youth were raised and supported by a cohesive family unit and community. In recent years, it appears the family unit has broken down and the community has turned their backs on our youth. Poverty, drugs, and violence have shattered many homes. Many youth are being raised without their fathers and mothers. In addition, an increasing number of youth are being taken care of by their grandparents. In certain inter-city communities, as much as forty-five percent of youth have grandparents as their legal guardians.
